As per the circular received from IGI Airport, New Delhi, airlines have levied the following tax (Airport Development Fee) on all flights departing from Delhi for travel effective 01 December 2011 regardless of the date of issuance. This tax is inclusive of 10.3% service tax.
Any passenger who has booked a ticket on or before 18th November to travel on or after 1st December needs to pay the below mentioned tax amount at the airport. For tickets booked on or after 19th November the above mentioned tax is already included in your total ticket cost.

- International Passengers :- INR 1434 (Per Person).

Confederation General Secretary Mr.K.K.N.Kutty published the details of the National Anomaly Committee meeting held on 15th Feb, 2011 in his website. We have reproduced and given the contents of the post hereunder for your information :-
Item No.11.
The Staff side has agreed to specify the items of allowance which requires to be given effect to from 1.1.2006.
Item No.12. & 13
Revision of Transport allowance:
The Staff side is to give a comparative statement indicating the rate of Transport allowance given to various categories to substantiate their demand for having a uniform rate for all Govt. officials.
Item No.14.
Risk and Patient Care allowance to be doubled.
The Government will bring about the Insurance scheme in consultation with the Staff Side within six months. If the scheme is not implemented by that time, these allowances will be doubled.
Item No. 20.
Quantification of daily allowance in case not able to present the bill.The Department of Expenditure will examine the issue further in the light of the discussion and will convey their final decision in the next neeting.
Item No. 28.
Assigning grade pay in PB 3 for Accounts officers.This will be discussed with the Staff Side separately.
Item No. 31.
Child Care leave:
Revised orders have been issued. The demand of the Staff Side that the discretionary powers to grant or otherwise or restrict the number of days presently given to the authorities must be dispensed with will be discussed at the next meeting of the Committee. National Anomaly Committee meeting – Decisions & Discussions
The third meeting of the National Anomaly Committee was held on 15/02/2011. The following items were taken up for discussion. No final decision on any item could be arrived at. It was more or less an exercise to understand the points of view of both sides on these items. We shall in our next communication indicate the outcome of discussion on each item.
Item Nos. 11, 12&13, 14, 20, 28,29&30, 31,37, 38,39, 40, 41, 43, 44, 45, 46, 49, 50 and 51.
During the discussion the Staff brought to the notice of the official side that the issues pertaining to the employees of Andaman and Nicobar islands, which were taken out of the agenda on the plea that the same would be discussed separately by a Committee to be set up by the Andaman Administration have not been settled. The NGO Association of A & N Islands have brought to the notice of the staff side that the A & N Administration has not taken any steps to resolve the problems even though similar issues pertaining to the employees of Pondicherry and Delhi were settled. The Official side has promised to take up the issue with the concerned in the Home Ministry to ensure that the issues are addressed expeditiously.
The official side has in the Action Taken State has indicated their inability to concede the demand raised by the Staff Side on the following two issues.
(a) Grant of increment in the case of employees whose increment falls between Feb and June. 2006.
(b) Fixing the pay of the promotees on par with the Direct recruits.
Though these issues were not discussed, the Staff Side has said that a resolution to them are urgently needed .
The official side has requested the Staff Side to indicate the items on which further discussions are needed; further details are required; and alternative suggestions could be made within 10 days so that the next and final meeting of the Committee could be convened before 31st March, 2011. It was also decided that the sub-committee of the MACP related issued will meet once again and their report submitted to the NAC .

Feedback on the 3rd meeting of the National Anomaly Committee – AIRF
3rd meeting of the National Anomaly Committee was held yesterday, i.e. on 15th February, 2011 under the chairmanship of Secretary(P), DoPT(Government of India), wherein the following deliberations were made.
Though we know that no substantial relief has been given, but we hope for some outcome in the meetings likely to be held in future.
Two issues which are very important from our point of view – one is increment from January for those who falls between February and June was virtually rejected by the Ministry of Finance(Expenditure) but yesterday we again raised this issue, and after prolonged discussions, the Secretary, DoP&T had agreed to review the matter. With the introduction of the ePost (e-mail Home Delivery Application) Service by the Department of Posts, it is possible to send your letters electronically even if the receiver does not have access to Internet/email. ePost is a unique service under which printed or even handwritten messages of customers are scanned and transmitted as email through the Internet. At the destination offices, these messages are printed, enveloped and delivered through postmen, like other letters, at the postal addresses.
ePost, which is a paid service at present, enables people to send and receive messages or scanned images through email in all 1,56,000 Post Offices in the country. For the first time in the country, people who do not normally have access to the Internet are able to send and receive email messages without possessing an email-ID, thereby bridging the digital divide in the arena of public communication systems. The advent of ePost is a turning point in the transformation of the Department of Posts into a modern, technology-driven provider of communication services to the people of India.
Through ePOST, customers can send their messages to any address in India with a combination of electronic transmission and physical delivery through a network of more than 1,55,000 Post Offices. ePOST sends messages as a soft copy through internet and at the destination it will be delivered to the addressee in the form of hard copy. ePOST costs just Rs. 10 per page of A4 size.
ePOST can also be availed by the corporate customers, by having a business agreement with India Post. Corporate customers will get special ePOST rates and other value additions.

History :-
Though India became a free nation on August 15, 1947, it declared itself a Sovereign, Democratic and Republic state with the adoption of the Constitution on January 26, 1950.A salute of 21 guns and the unfurling of the Indian National Flag by Dr. Rajendra Prasad heralded the historic birth of the Indian Republic on that day. Thereafter 26th of January was decreed a national holiday and was recognised as the Republic Day of India.
The Constitution gave the citizens of India the power to choose their own government and paved the way for democracy. Dr. Rajendra Prasad took oath as the first President of India at the Durbar Hall in Government House and this was followed by the Presidential drive along a five-mile route to the Irwin Stadium, where he unfurled the National Flag.
Journey of Indian Republic
60 years back, a salute of 21 guns and the unfurling of the Indian National flag by Dr. Rajendra Prasad heralded the historic birth of the Indian Republic on January 26, 1950; 894 days after our country became a dominion following withdrawal of British Rule. Since then, every year the day is celebrated with great pride and happiness all over the nation.
The transition of India from a British colony to a sovereign, secular, and democratic nation was indeed historical. It was a long journey of around two decades that started with the conceptualisation of the dream in 1930 to its actual realization in 1950. A look into the journey that led to the birth of Indian Republic will make our celebrations more meaningful.

Lahore Session of the Indian National Congress
The seeds of a republican nation were sowed at the Lahore session of the Indian National Congress at the midnight of 31st December 1929. The session was held under the presidency of Pt. Jawarhar Lal Nehru. Those present in the meeting took a pledge to mark January 26 as “Independence Day” in order to march towards realizing the dream of complete independence from the British. The Lahore Session paved way to the Civil Disobedience movement. It was decided that January 26, 1930 would be observed as the Purna Swaraj (complete Independence) Day. Many Indian political parties and Indian revolutionaries from all over the country united to observe the day with honour and pride.
Indian Constituent Assembly Meetings
The Indian Constituent Assembly, which was constituted as a result of the negotiations between the Indian leaders and members of the British Cabinet Mission, had its first meeting on December 9, 1946. The Objective of the Assembly was to give India a constitution, which would serve a lasting purpose and hence appointed a number of committees to thoroughly research the various aspects of the proposed constitution. The recommendations were discussed, debated and revised many times before the Indian Constitution was finalized and officially adopted three years later on November 26, 1949.
Constitution came into force

The Republic Day celebration highlights the nation’s achievements in various fields, the military prowess, dazzling showcase of air and our diverse cultural heritage.On this day, people of the country celebrate and enjoy the real spirit of Independence. The celebrations not only uphold secularism and democracy but also showcase the country’s rich culture, languages, dialects, traditions, customs and religions. This year the country is witnessing its 62nd Republic Day.
Every Indian state holds Republic Day celebration. Cultural events and the flag hoisting ceremony are also organised at schools, colleges, offices and other institutions throughout the nation.The capital city of New Delhi witnesses a grand parade. The parade ceremony is commenced at the Amar Jawan Jyoti at India Gate, where the Prime Minister Dr Manmohan Singh pays homage to the martyrs by laying a wreath.
The President of India hoists the National Flag, followed by the National Anthem and a 21-gun salute. The different regiments of India’s Army, Navy and Air Force march in-synchrony from Rashtrapati Bhavan, along the Rajpath and reach the India Gate, saluting the President of India who is also the Commander-in-Chief of the Indian Armed Forces. This is followed by a massive parade by other military troops including State Regiments and Paramilitary Forces of India.
Tableaux, representing different States, Central Ministries and Departments, showcase the varied historical, architectural and cultural heritage of the country. Children from various schools, representing unity in diversity, perform folk dances from different states.Jaanbaz, the motorcycle display by the Border Security Force (BSF) , always remains a major attraction of the parade. Their synchronized and breathtaking stunts enthrall the audience.
A spectacular fly past by the Indian Air Force marks the grand finale of the parade. A streak of jet planes etch the sky with colourful patterns and shower rose petals on the spectators.DD National, DD News and other channels of Doordarshan show live telecast of the flag hoisting ceremony, followed by the Republic Day parade. The All India Radio also broadcasts the event.

With 187 votes in its bag, India has received the highest number of votes for getting into the United Nations Security Council in the past five years, according to Indian diplomat. 
Hardeep Singh Puri, India’s envoy to the UN, described this as a “ringing endorsement.”
“This is the highest vote that any country has got in the last five years,” he told PTI. “Now that’s saying a lot.”
Out of the 190 countries that voted, India received 187 votes.After the vote in the General Assembly last morning, the diplomats of the Indian mission to the UN celebrated by openning a couple of bottles of champagne and serving a lunch of spicy Chinese food.India, which is a founding member of the UN is returning to the Security Council after a gap of 19 years. It has been on the Council six times before–having last served in 1992.
Other countries to be elected are South Africa, Colombia, Germany and Portugal.Canada, which was also contending, received the least number of votes and eventually withdrew after the second round of voting.
The five new countries will be replacing Austria, Japan, Mexico, Turkey and Uganda.Three of the new members are part of the G4 (India, Brazil, Japan and Germany), which want to become permanent members.After the vote, India made it clear that it would be pushing for change in the next two years as it serves out it term as a non-permanent member.
