After the initial funding, if the concept is proved, then the funding would be provided through the normal CSIR funding channels. If the results are such that major technological breakthroughs are likely to be achieved, then even external funding will be sought.

Description :
The New Idea Fund has been created for members of the CSIR science community who venture to dare, take risks to explore ideas with explosive creativity and novelty. Income-Tax exemption limit for gratuity raised to Rs 10 lakh

 In what would translate into increased entitlement for employees, the government today enhanced the income tax exemption limit on gratuity from Rs 3.5 lakh to Rs 10 lakh, with effect from May 24. 

 “Employees who retire, become incapacitated, terminated, or die on or after May 24, 2010, will get I-T exemption for gratuity up to Rs 10 lakh,” the finance ministry said in a statement, notifiying the rule related to gratuity.   

The Payment of Gratuity (Amendment) Bill, 2010, relating to the exemption was passed by Parliament in the Budget session. Initially, the Sixth Pay Commission had raised the limit for central government employees and the Cabinet later extended it for the private sector employees as well. The Payment of Gratuity Act, 1972, applies to factories and other establishments employing 10 or more persons. On completion of five years service, the employees are entitled to payment of gratuity at the rate of 15-day wages for every completed year of service or part of it in excess of six months subject to a maximum of Rs 3.5 lakh. However, gratuity is considered an income and the employee who receives it is liable to pay tax on it. However, gratuity up to Rs 3.5 lakh is exempt from tax under the provisions of Section 10(10) of the Income Tax Act, 1961.

Grant of Dearness Relief to Pensioners w.e.f Jan-10

After the grant of DA enhancement to employees last week, today Govt has enhanced Dearness relief  to Central Government pensioners and family pensioners.

The enhancement is to the tune of 8%, and with effect from 1.1.2010, CG pensioners and family pensioners will be getting Dearness Releif at the rate of 35%.

DA orders w.e.f 1.1.2010 issued

Ministry of Finance has issued the OM No: 1(3)/2010-E-II(B) dated 26.3.2010 for revising the Dearness Allowance applicable to Central Government Employees from 27% to 35% with effect from 1.1.2010.

The said order issued in this connection says that the additional instalment of DA payable under these orders shall be paid in Cash to all Central Government Employees.The arrears for DA for the months of January and February 2010 will be paid after the date of disbursement of salary for March-2010. Highlights of 2010-11 budget presented by Finance Minister Pranab Mukherjee in parliament Friday:

– Clean energy cess of Rs.50 per tonne on coal produced in India

– Concessional duty of 4 percent for solar power rickshaw developed by Council of Scientific and Industrial Research

– Concessional customs duty of 5 percent for cable TV operators for importing equipment

– Toys fully exempt from central excise duty

– Service sector tax retained at 10 percent to aid the introduction of GST; more services to be taxed

– Accredited news agencies exempt from service tax

– Net revenue gain Rs.22,500 crore

– Taxes on large cars and SUVs increased 2 percent to 22 percent

– Basic duty of 5 percent on crude oil restored

– Tax on cigarettes, cigars and chewing tobacco increased

– Rs. 26,000 crore revenue loss due to reduction of direct taxes

Govt employees clash with police in Lucknow, six injured

  Chaos prevailed for over five hours on the two-kilometre stretch of Vidhan Sabha Marg and Ashok Marg in Lucknow’s Hazratganj area, following violent clash between the police and state employees on Thursday. Following this, teachers and employees of several government departments across the state decided to go on an indefinite strike to protest against police lathicharge on the protesting employees.
