School teachers get 20% hike | Gujarat

School teachers of Gujarat have a reason to rejoice. Following a high court order, the state education department has extended a Diwali gift to teachers — a 20 per cent salary hike.

Recently, Gujarat high court had ruled in favour of school teachers working on fixed salary and had directed state education department to implement Sixth Pay Commission`s recommendations. The state government had quickly formalised government resolutions (GR) for most departments but that for school teachers was pending. On Monday, the state government issued a GR which will translate into a financial gain of Rs 18,000 to Rs 24,000 for fixed-pay teachers. More than 20,000 school teachers, administrative staff and grade IV employees are likely to gain from this move.

Ramesh Patel, Gujarat State Secondary Teachers’ Federation, general secretary said, “This has been a long-pending demand.” Apart from this, primary teachers with fixed pay of Rs 2,500 will get Rs 4,500. More than 15,000 primary teachers will benefit from this.

Professors at IITs, IIMs get salary hikes

Yielding to the year-long demand of IIT faculty members, the Centre has decided to offer experienced and senior faculty members a Higher Administrative Grade (HAG) Pay of Rs 67,000-Rs79,000 — the highest government pay scale accorded at the Additional Secretary level since the Sixth Pay Commission came into effect.

The move is good news particularly for professors.

In its earlier order, dated August 18, 2009, the HRD Ministry had said that those appointed as professors must have a Ph.D with first class or equivalent with a very good academic record and a minimum of 10 years of experience with an academic grade pay of Rs 10,500 per month. Forty per cent of these every year, the ministry order had said, would be eligible to move to Academic Grade Pay (AGP) of Rs 12,000 per month after six years of regular service in AGP of Rs 10500 per month subject to performance evaluation based on research publications, Ph.D supervision, teaching and consultancy services etc.

10 pc hike in Central government employees and pensioners’ DA

The government today hiked the central dearness allowance by 10 percentage points to 45 per cent of basic pay, a double “festival” gift after yesterday’s move to raise provident fund savings rates.Today’s increase, cleared by the Union cabinet and taking retrospective effect from July this year, brings employees within sniffing distance of a larger bonanza.

When the DA rate crosses 50 per cent, as expected next year, all allowances will go up 25 per cent, according to the Sixth Pay Commission recommendations.Last March, the employees had got an 8 per cent DA hike, effective from January, though inflation was around 10 per cent in the preceding few months.

Around 50 lakh central employees and 38 lakh pensioners will benefit from today’s decision. The government said the hike was meant to compensate for the rising cost of living.Overall inflation stood at 8.5 per cent in August, while food inflation is around 15 per cent, according to a new set of price indices that kicked in this week.

However, the 15 per cent food inflation, computed for the week ended September 4, is not exactly comparable to the previous week’s 11.47 per cent because it has been calculated using a different reference point.The DA hike will cost the Centre an estimated Rs 6,202 crore in the nine months of the current financial year (July 2010 to March 2011), and Rs 9,303 crore every year, an official spokesperson said after the cabinet meeting.

The hike came on a day the Reserve Bank of India signalled a rise in interest rates by nudging up two benchmark rates to fight rising prices. DA revisions take effect two times a year, from January 1 and July 1.“The increase in DA is in accordance with the formula based on the recommendations of the Sixth Pay Commission,” the spokesperson said.The increase comes ahead of the Dussehra and Diwali festivals over the next two months.

3 lakh Class IV employees to get benefit of 6th pay panel

Extending a largesse to state employees, the UP government on Saturday announced to implement the revised pay scale band for Class IV employees as recommended by the Sixth Pay Commission.

The decision, which will benefit three lakh Class IV employees, was taken in the meeting of the state cabinet presided by Chief Minister Mayawati here today.

The pay committee, which was set up by the state government in early 2007 to study and suggest measures for the implementation of the Sixth Pay Commission report, had recommended pay band of Rs 4470-7440 and grade pay of Rs 1,400 for Class IV employees.

The UP government, however, on the patterns of the Center today decided to give the pay band of of Rs 5,200-20,200 and grade pay of Rs 1,800 to Class IV employees of the state. The UP government had announced to implement the recommendations of the Sixth Pay Commission for state employees in August 2007 and the decision was formally implemented from December 2007.Along with the Sixth Pay Commission benefit, the state government accepting the recommendations of the Pay commission has decided to ban further recruitment in Class IV and declared it as a dying cadre. In future, the duties discharged by Class IV employees will be outsourced.

The government also decided to regularise the services of over 26,000 daily wages and work charges employees in different government departments, municipal bodies and urban development authorities, who were appointed before June 29, 1991.

The decision would entail an additional recurring financial burden of Rs 350 crore on account of Sixth Pay Commission benefit to Class IV employees and Rs 80 crore for regularisation of services of daily wage and work charge employees.

Moreover, the teachers of the three state agriculture universities at Kanpur, Faizabad and Meerut and one deemed agriculture university at Allahabad have also been given the benefit of the Sixth Pay Commission.

The cabinet also approved a proposal to implement revised pay scales as per the Sixth Pay Commission recommendations to teachers and equivalent cadre of state agriculture universities. It also approved a proposal to give advances to state employees for construction or purchase of house, car, two-wheeler and personal computer as per the recommendations of the state pay committee.

The Principal Secretary (Information), Vijay Shankar Pandey, said the daily wage and work charge employees in government departments, municipal bodies, housing board and development authorities were already getting salary equivalent to Class IV employees as per the court order.

“The decision will solve a big problem as thousands of cases related to regularisation of service were pending in the courts. While the employees were spending money on these cases, the pending litigation was also a big drain on the state exchequer, “ Pandey said.

He said that the government had already banned appointment of daily wage and work charge employees from June 29, 1991.

In another decision, the cabinet approved a proposal for creation of “UP state forest development authority”, under the Societies Act, 1860.

Grant of Dearness Relief to Pensioners w.e.f Jan-10

After the grant of DA enhancement to employees last week, today Govt has enhanced Dearness relief to Central Government pensioners and family pensioners.

The enhancement is to the tune of 8%, and with effect from 1.1.2010, CG pensioners and family pensioners will be getting Dearness Releif at the rate of 35%.

DA orders w.e.f 1.1.2010 issued

Ministry of Finance has issued the OM No: 1(3)/2010-E-II(B) dated 26.3.2010 for revising the Dearness Allowance applicable to Central Government Employees from 27% to 35% with effect from 1.1.2010.

The said order issued in this connection says that the additional instalment of DA payable under these orders shall be paid in Cash to all Central Government Employees.The arrears for DA for the months of January and February 2010 will be paid after the date of disbursement of salary for March-2010.

These orders shall also be applicable to civilian employees paid from defence services. In regard to armed forces personnel and railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways respectively.

Govt employees clash with police in Lucknow, six injured

Chaos prevailed for over five hours on the two-kilometre stretch of Vidhan Sabha Marg and Ashok Marg in Lucknow’s Hazratganj area, following violent clash between the police and state employees on Thursday. Following this, teachers and employees of several government departments across the state decided to go on an indefinite strike to protest against police lathicharge on the protesting employees.

Six employees reportedly have sustained critical injuries in the lathicharge, said B P Mishra, president of teachers-employees’ joint front.

On Thursday, the employees called an agitation outside the Vidhan Sabha demanding pay and allowances at par with Central government staff. They were also demanding bonus and the implementation of the Sixth Pay Commission recommendations.

The situation turned worse when the employees indulged in a clash with the policemen at Bapu Bhawan crossing when they were prevented to march towards the Vidhan Sabha.

Lucknow DIG Prem Prakash arrived at the spot accompanied by additional force and lathicharged the agitating employees. Even women were not spared. The employees ran into the Indira Bhawan and Jawahar Bhawan on Ashok Marg for cover. The policemen caught hold of about 10 employees and assaulted them. Those who had taken refuge in the two buildings, started throwing stones on the policemen. The clash continued for over two-and-half hours, in which, several vehicles were damaged.

“When had the permission to hold the protest, why our members, who had come from districts like Sitapur, Rae Bareli and Unnao detained at the Lucknow border? The agitation was bound to follow. We are ready to interact with the government but no one has approached us till now,” said Mishra

Bonanza for Bihar’s 500,000 government employees

The Bihar government Tuesday announced a bonanza for its 500,000 employees by deciding to adopt the pay-scales recommended by the Sixth Pay Commission.

The decision was taken at meeting of the state cabinet, presided over by Chief Minister Nitish Kumar, at the famous tourist spot Rajgir, about 100 km from here, officials said.

‘The state cabinet approved giving the Sixth Pay Commission pay-scale to government employees,’ they said.The arrears will be paid effective from Jan 1, 2006.

The meeting also approved a Rs.77.67 crore drainage scheme for Rajgir.It was for the first time that the state cabinet held its meeting at Rajgir.

‘The state cabinet meeting was held at the convention centre of the Shanti Stupa atop Gidhakuta Hills in Rajgir amid tight security,’ an official in the chief minister’s office said here.Rajgir is the home district of Nitish Kumar. In the last four years, he has announced various development projects in the district.

In February this year, Nitish Kumar held a cabinet meeting in Barbighee village of Begusarai district.
