Extending a largesse to state employees, the UP government on Saturday announced to implement the revised pay scale band for Class IV employees as recommended by the Sixth Pay Commission.

The decision, which will benefit three lakh Class IV employees, was taken in the meeting of the state cabinet presided by Chief Minister Mayawati here today.

The pay committee, which was set up by the state government in early 2007 to study and suggest measures for the implementation of the Sixth Pay Commission report, had recommended pay band of Rs 4470-7440 and grade pay of Rs 1,400 for Class IV employees.

The UP government, however, on the patterns of the Center today decided to give the pay band of of Rs 5,200-20,200 and grade pay of Rs 1,800 to Class IV employees of the state. The UP government had announced to implement the recommendations of the Sixth Pay Commission for state employees in August 2007 and the decision was formally implemented from December 2007.Along with the Sixth Pay Commission benefit, the state government accepting the recommendations of the Pay commission has decided to ban further recruitment in Class IV and declared it as a dying cadre. In future, the duties discharged by Class IV employees will be outsourced.

The government also decided to regularise the services of over 26,000 daily wages and work charges employees in different government departments, municipal bodies and urban development authorities, who were appointed before June 29, 1991.

The decision would entail an additional recurring financial burden of Rs 350 crore on account of Sixth Pay Commission benefit to Class IV employees and Rs 80 crore for regularisation of services of daily wage and work charge employees.

Moreover, the teachers of the three state agriculture universities at Kanpur, Faizabad and Meerut and one deemed agriculture university at Allahabad have also been given the benefit of the Sixth Pay Commission.

The cabinet also approved a proposal to implement revised pay scales as per the Sixth Pay Commission recommendations to teachers and equivalent cadre of state agriculture universities. It also approved a proposal to give advances to state employees for construction or purchase of house, car, two-wheeler and personal computer as per the recommendations of the state pay committee.

The Principal Secretary (Information), Vijay Shankar Pandey, said the daily wage and work charge employees in government departments, municipal bodies, housing board and development authorities were already getting salary equivalent to Class IV employees as per the court order.

“The decision will solve a big problem as thousands of cases related to regularisation of service were pending in the courts. While the employees were spending money on these cases, the pending litigation was also a big drain on the state exchequer, “ Pandey said.

He said that the government had already banned appointment of daily wage and work charge employees from June 29, 1991.

In another decision, the cabinet approved a proposal for creation of “UP state forest development authority”, under the Societies Act, 1860.

Govt employees clash with police in Lucknow, six injured

Chaos prevailed for over five hours on the two-kilometre stretch of Vidhan Sabha Marg and Ashok Marg in Lucknow’s Hazratganj area, following violent clash between the police and state employees on Thursday. Following this, teachers and employees of several government departments across the state decided to go on an indefinite strike to protest against police lathicharge on the protesting employees.

Six employees reportedly have sustained critical injuries in the lathicharge, said B P Mishra, president of teachers-employees’ joint front.

On Thursday, the employees called an agitation outside the Vidhan Sabha demanding pay and allowances at par with Central government staff. They were also demanding bonus and the implementation of the Sixth Pay Commission recommendations.

The situation turned worse when the employees indulged in a clash with the policemen at Bapu Bhawan crossing when they were prevented to march towards the Vidhan Sabha.

Lucknow DIG Prem Prakash arrived at the spot accompanied by additional force and lathicharged the agitating employees. Even women were not spared. The employees ran into the Indira Bhawan and Jawahar Bhawan on Ashok Marg for cover. The policemen caught hold of about 10 employees and assaulted them. Those who had taken refuge in the two buildings, started throwing stones on the policemen. The clash continued for over two-and-half hours, in which, several vehicles were damaged.

“When had the permission to hold the protest, why our members, who had come from districts like Sitapur, Rae Bareli and Unnao detained at the Lucknow border? The agitation was bound to follow. We are ready to interact with the government but no one has approached us till now,” said Mishra

Govt panel for sacking of babus if found unfit after 20 yrs service

In an attempt to make bureaucracy accountable, a radical system of assessment has been mooted by an official panel allowing government servants to be sacked after 20 years of service if they are found unfit to continue.

The Administrative Reforms Commission (ARC) headed by senior Congress leader M Veerappa Moily recommended unprecedented and far-reaching changes in the service rules of government servants and suggested two intensive reviews to make civil servants accountable.

The first of its kind report in 150 years suggests far-reaching recommendations, including removal of non performing bureaucrats and perhaps even a formal degree in public policy.

The report on ‘Refurbishing of Personnel Administration’ said the first review at 14 years would primarily serve the purpose of intimating to the public servant about his or her strengths and shortcomings, while the second review at 20 years would mainly serve to assess the fitness of the officer for further continuation in service.

“The services of public servants, who are found to be unfit after the second review at 20 years, should be discontinued. A provision regarding this should be made in the proposed Civil Services Law,” the second ARC said in its latest report released today.

To ensure better accountability, the 377-page report said that for new appointments, it should be expressly provided that the period of employment shall be for 20 years. “Further continuance in government service would depend upon the outcome of the intensive performance reviews,” it said.

“The ACR will not exist in its present form,” M Veerappa Moily, who heads the panel, told reporters at a press conference where he released the report.

In the aftermath of Mumbai terror strikes, as political heads roll, the report is being seen as the government’s effort to bring babus within the accountability umbrella.

Sensing massive public outcry, the politicians have closed their ranks to send a positive message to the people that they are united in their war on terror. Hence the pressure is on the babus to follow suit.

Following are the three key recommendations of the panel:

The officers can be removed within the 14th and the 20th year of an officer’s tenure.

To encourage bright candidates for a long stint in the services, the upper age limit is also being lowered to 25 years for general candidates.

A formal degree in public policy and management is also being proposed.

“The first review will be held after 14 years and the second one after 20 years. It will assess whether the officer is fit to continue. If the recommendations are followed it will end the politician- bureaucrat nexus,” says Administrative Reforms Commission Chairman, Veerapa Moily.

Among the high-profile bureaucrats getting to complete their tenure is the troika responsible for maintaining internal security: National Security Advisor MK Narayanan, Intelligence Bureau Chief PC Haldar and Research and Analysis Wing chief AK Chaturvedi.

“The time has come for bureaucrats to put their hand up and be counted,” says ex-IPS officer Ved Marwah.

Key recommendations:

Government servants could lose their job after 20 years of service if they failed to come up to the expectations of their superiors.

It also said that performance appraisal should be year round and provisions for detailed work-plan and a mid-year review should be introduced for all services.

Noting that a good employee performance appraisal system was a pre-requisite for an effective performance management system, the Commission suggested making appraisal more consultative and transparent.

The report said the annual performance agreements should be signed between the department minister and the secretary of the ministry or heads of departments, providing physical and verifiable details of the work to be done during a financial year.

The actual performance should be assessed by a third party with reference to the annual performance agreement, it said.

For motivating civil servants, the report said, there was a need to recognise their outstanding work.

It said selections of foreign assignments should be made on the basis of recommendations of the Central Civil Services Authority.

On disciplinary proceedings, it said the proposed civil services law should have a provision that the present oral inquiry process is converted into a disciplinary meeting or interview to be conducted by a superior officer in a summary manner without the trappings and procedures borrowed from court trials.

On relations between political executive and civil servants, the panel said there was a need to safeguard the political neutrality and impartiality of the civil services.
